Dans le contexte des mesures mises en place par le gouvernement dans l’intérêt de la sécurité et du bien-être de toutes et de tous, la Police est chargée d’effectuer des contrôles pour vérifier le respect et l’exécution de celles-ci.
Depuis l’entrée en vigueur du règlement grand-ducal du 18 mars 2020 portant introduction d’une série de mesures dans le cadre de la lutte contre le Covid-19, la Police a procédé à plus de 5.000 contrôles à travers le pays. Ceci correspond à une moyenne de 1.000 contrôles par semaine ou 140 par jour pour le respect et l’exécution des mesures prévues (état de la situation : 20.04.2020).
En début de la période de confinement, les contrôles se concentraient avant tout sur les limitations des déplacements sur la voie publique. À cet effet, ils ont eu lieu notamment sur les principaux axes routiers. Les rassemblements de personnes qui ne cohabitent pas furent aussi au focus des agents de police.
Depuis cette semaine, la Police veille au respect d’une mesure supplémentaire décidée par le gouvernement, à savoir le port du masque qui est obligatoire depuis le 20 avril pour les activités et services autorisés si une distance interpersonnelle de deux mètres ne peut pas être respectée respectivement dans les transports publics et pour les activités qui accueillent le public.
Dans le cadre du règlement grand-ducal précité, la Police a émis environ 1.600 avertissements taxés au cours des 5 dernières semaines, principalement en raison d’infractions relatives à l’article 1 du règlement grand-ducal.
De plus quelque 60 procès-verbaux furent dressés pour non-respect des mesures par des magasins, cafés ou chantiers respectivement en raison de fêtes privées rassemblant des personnes qui ne cohabitaient pas.
Le nombre d’avertissements taxés émis dans le cadre du port du masque n’est pas encore disponible. En effet, la Police veille dans une première phase à informer et à sensibiliser les personnes qui ne respectent pas les nouvelles mesures.
Kampf gegen COVID-19 : Zwischenstand der polizeilichen Kontrollen
Im Rahmen der Maßnahmen, die die Regierung zum Schutz und zum Wohl der Bevölkerung getroffen hat, wurde die Polizei mit Kontrollen beauftragt.
Seit die großherzogliche Verordnung vom 18. März 2020 zur Einführung einer Reihe von Maßnahmen zur Bekämpfung von COVID-19 in Kraft ist, wurden mehr als 5.000 Kontrollen im ganzen Land durchgeführt. Dies entspricht etwa 1.000 Kontrollen pro Woche, beziehungsweise 140 Kontrollen am Tag, bei denen die Ausführung der festgelegten Maßnahmen geprüft wurde (Stand : 20.04.2020).
In einer ersten Phase konzentrierten die Kontrollen sich besonders auf Verstöße gegen die Bewegungseinschränkungen. Hierzu wurde maßgeblich an den Hauptverkehrsachsen kontrolliert. Auch Zusammenkünfte von Personen, die nicht einem gleichen Haushalt angehören, standen im Fokus.
Ab dieser Woche kontrolliert die Polizei eine weitere Schutzmaßnahme : Das seit dem 20. April obligatorische Tragen eines Mundschutzes bei der Ausübung der erlaubten Aktivitäten wenn eine zwischenmenschliche Distanz von zwei Metern nicht gewahrt werden kann, beziehungsweise im öffentlichen Transport sowie bei Aktivitäten und in Einrichtungen wo die Öffentlichkeit empfangen wird.
Im Rahmen der bereits zitierten großherzoglichen Verordnung hat die Polizei in den letzten 5 Wochen etwa 1.600 gebührenpflichtige Verwarnungen ausgestellt, meist aufgrund von Verstößen gegen den 1. Artikel dieser Verordnung.
Um die 60 Mal wurde Protokoll gegen Geschäfte, Cafés oder Baustellen erstellt, beziehungsweise aufgrund von Privatfeiern, bei denen Personen welche nicht zusammenleben zugegen waren.
Die Anzahl der gebührenpflichtigen Verwarnungen in Bezug auf den obligatorischen Mundschutz ist noch nicht verfügbar. In der Tat stehen für die Polizei zunächst die Information und die Sensibilisierung der Personen, welche sich nicht an die Maßnahmen halten, im Vordergrund.
Fight against COVID-19 : Update on Police controls
In the context of the measures that the government has put in place in order to protect the population and to prevent the spread of the coronavirus COVID-19, the Police has been instructed to proceed to controls in order to ensure the respect and execution of the aforementioned measures.
Since the Grand Ducal Regulation of 18 March 2020 introducing a series of measures in the context of the fight against COVID-19 is effective, more than 5.000 controls throughout the country have been executed, which translates to an average of 1.000 controls per week or 140 controls per day (as of April 20th).
In the beginning of the confinement, the controls mostly focused on the travel restrictions in public and have, consequently, predominantly taken place on and around the major transport axis. Gatherings of people who do not cohabitate have also been monitored closely.
Since the beginning of this week, Police officers have started to check the implementation of a supplementary protection measure: the obligatory face mask in the context of the authorized activities whenever an interpersonal distance of two meters is not possible, as well as in public transport and in activities and facilities receiving people.
During the five last weeks, about 1.600 fines have been issued, mostly related to the first article of the aforementioned Grand Ducal Regulation.
More than 60 penalty notices were issued to shops, cafés or construction sites, and because of private parties or gatherings in which non-cohabitating people participated.
The number of fines related to the obligatory face protections is not available yet. In fact, Police officers initially focus on informing and sensitizing citizens who do not comply.
