Reporting grooming

The phenomenon of grooming has emerged alongside the rise of social media. It is understood to refer to an adult making sexual propositions to a minor under the age of 16 years, or to a person presenting themselves as such, using electronic means of communication.

  • This offence is punishable under article 385-2 of the Luxembourg Criminal Code by imprisonment for between one month and 3 years and a fine of €251 to €50,000.
  • The penalty increases to imprisonment for one to 5 years and a fine of €251 to €75,000 when the propositions have been followed by a meeting.

Any improper use of this form will be deemed a criminal office and liable to criminal proceedings, where applicable, particularly in instances of slanderous accusations or where the purpose is to pervert the course of justice (Luxembourg Criminal Code, articles 443 et seq.).
